Madonna Dougherty, Esq., Attorney at Law, and Of Counsel to the Firm, has practiced law for over 24 years, specializing in Federal Contract law, Ethics & Compliance, Conflicts of Interest, EEO and ADA accommodations. She has supported large businesses, small disadvantaged firms, and not-for-profit institutions. Before joining the Firm, she worked at the Johns Hopkins Applied Physics Laboratory (APL) as their Chief Ethics Officer/Principal Compliance Officer, handling investigations and advising on litigation. Before APL, she was a corporate subject matter expert on Organizational Conflict of Interest (OCI) for Lockheed Martin Corporation, providing advice and counsel on all aspects of OCI, including authoring testimony presented to Congress. Madonna is well versed in administrative proceedings and how the Federal Government works. She is dedicated to representing clients with enthusiasm and professionalism, and understands the stress and intimidation coming forward with a claim against your employer.
Madonna has been a sought after public speaker, having presented to large conferences, participated on OCI panels, industry groups, and to educational seminars for the Ethics & Compliance Initiative, Society of Corporate Compliance & Ethics, National Contracts Management Association, and others. She is a 1993 graduate of The Columbus School of Law, with a B.S. from University of Maryland in Accounting. Madonna is licensed to practice law in Maryland.
While not representing clients, Madonna does pro bono work for Kids in Need of Defense, and volunteers for various non-profit institutions. She is also an avid traveler, wine taster, skier, hiker, book reader and has a true love affair with just about any beach.
